Texas mold assessment versus mold remediation

By First Response Restoration November 5, 2026

In Texas, finding and measuring mold and removing it are separate jobs handled by separate licensed parties. Here is how the process works and why.

If you find mold in a Texas home or building, two different kinds of work may be involved: assessment and remediation. They are regulated separately, and in most cases they are done by different companies on purpose.

What a mold assessment is

A licensed mold assessment consultant inspects the property, identifies the extent and likely cause of the mold, may collect samples, and writes a remediation protocol. The protocol describes what should be removed, how the work area is contained, and the standard the area must meet afterward. The assessor works for the property owner, not for the company doing the cleanup.

What mold remediation is

Remediation is the physical work: setting up containment, controlling dust with HEPA filtration, removing or cleaning affected materials according to the protocol, and drying the area. Remediation also addresses the moisture problem that allowed mold to grow, since mold returns if moisture is not controlled.

Why they are kept separate

Texas rules separate the two so the party that verifies the result has no financial interest in the cleanup. The independent assessor evaluates the property first and again at the end, which gives the owner an unbiased check on the work.

How a regulated mold project usually runs

  1. Independent assessment and protocol when required.
  2. Containment and remediation by the remediation contractor, following the protocol and project requirements.
  3. Post-remediation verification by an independent licensed assessor, when required, to confirm the area meets the protocol’s criteria.
  4. Documentation of the completed work for the owner.

Is a license always required?

Texas rules generally exempt very small mold areas (under about 25 contiguous square feet) and some other situations, but requirements depend on the project. Check with the Texas Department of Licensing and Regulation (TDLR) if you are unsure, and ask any company you hire exactly which part of the project it handles and how it is licensed for that work.

How First Response Restoration fits in

When regulated mold assessment is required, an independent TDLR-licensed mold assessment consultant evaluates the property and establishes the remediation protocol. First Response Restoration performs remediation according to the applicable protocol and project requirements. An independent licensed assessor performs post-remediation verification when required.

We do not perform assessment or clearance testing on the same regulated project we remediate. Learn more on our mold remediation page, and see our Houston service area page.

What to ask before hiring anyone for mold

  • Who writes the protocol, and are they independent of the remediation contractor?
  • Who will verify the work when it is done, and what will that verification include?
  • How will the moisture source be fixed so mold does not return?
  • What documentation will I receive at the end?
